Sinking deltas and extreme climate shifts have exposed the critical limits of rigid gray infrastructure—concrete walls can no longer hold back the compounding threats of flooding and drought. Thus, landscape architect Kotchakorn Voraakhom proposes a fundamental pivot: moving away from fighting against nature toward fluid adaptation. By prioritizing porosity over resistance, urban land can be redesigned to function like a living sponge—absorbing, filtering, storing, and releasing water. This approach transforms single-use hard infrastructure into vibrant public space, anchoring site-specific local identity within a scalable global framework for climate resilience. Drawing from LANDPROCESS and Porous City Network benchmark projects in Thailand, this lecture reframes landscape architecture as vital infrastructure—restoring ecological balance while safeguarding human dignity in an unpredictable future.

About the Speaker:
Kotchakorn Voraakhom is a leading global landscape architect and the founder of LANDPROCESS and the Porous City Network. She pioneers climate-resilient, nature-based solutions in Southeast Asia, with transformative projects including Bangkok’s Chulalongkorn University Centenary Park, Asia’s largest organic rooftop farm at Thammasat University, Chao Phraya Sky Park, and the regenerative design of Thailand’s Government Complex. A Harvard graduate, TED Fellow, and Yale World Fellow, she is the first landscape architect to receive the UN Global Climate Action Award. Her work has been recognized on the TIME100 Next, BBC 100 Women, and Bloomberg Green 30 lists. In addition to serving as a member of the World Economic Forum's Commission on Nature-Positive Cities, she holds an honorary doctorate from the Norwegian University of Life Sciences and an appointment as an A.D. White Professor-at-Large—one of Cornell University’s highest academic honors. Her work seamlessly integrates ecological survival with social equity in rapidly changing urban landscapes.

ABOUT THE BOOK

They were meant to be dead, buried under the sand. But they survived. Two young Kurds manage to miraculously escape Saddam Hussein’s killing grounds to eventually find their way to America. A story of luck, nerve and perseverance, with many setbacks along the way.

Partially based on true events, this is the story of a genocide as remembered by some who lived through it – as victims, perpetrators, and witnesses. By weaving together their testimonies – some true, some false, others imagined – Joost Hiltermann paints an enthralling portrait of survival and destiny under the worst of circumstances, the 1988 Anfal campaign in Iraq, and what happened afterwards. In America the survivors build protected but split-soul lives, typical of first-generation immigrants – until one day the past comes calling.

The Resurrected is Joost Hiltermann's debut novel. He was one of the main researchers of the genocide against the Kurds for Human Rights Watch in the 1990s, culminating in his fictionized retelling of the case. He has remained in close contact with the two (real) survivors and their families to this day.

The conversation will be moderated by Emma Sky, Director of the Yale International Leadership Center.

ABOUT THE AUTHOR

Joost Hiltermann is a Dutch researcher and writer. He was the Programme Director for the Middle East & North Africa at the International Crisis Group and was previously at Human Rights Watch. Joost holds a PhD in Sociology from the University of California, Santa Cruz. He has written for The New York Review of Books, The London Review of Books, Foreign Affairs and other publications.

He is also the author of A Poisonous Affair: America, Iraq, and the Gassing of Halabja (Cambridge, 2007) and Behind the Intifada: Labor and Women's Movements in the Occupied Territories (Princeton, 1991).

Levi Wataka is co-founder of Ekuota Africa, a pedagogical support organization working with people across disciplines and demographics in Eastern Africa. He is the principal resident conductor of the Nairobi Orchestra, and founder/director of the Nairobi Children’s Orchestra and the Muziki Changa program for infants and toddlers.

He serves as chairperson of the Nairobi Music Society and as chair of the board of directors for the Kamili Organization for Mental Health. Levi also sits on the boards of the Kenya Conservatoire of Music and the Mt. Kenya Academy Schools. Levi is a career schoolteacher with over 20 years of experience drawn from the Starehe Boys Centre, St. Andrews, Turi and the Peponi House Prep School. He is also a founding coach and current patron of the Molo Rugby Club. Levi directs Bookbunk’s ‘Musicbunk’ program, serving public libraries in Nairobi’s Eastlands and supports the orchestral program at the prestigious Alliance Girls High School.

Levi serves as the musical director of the National Youth Orchestra of Kenya and has worked closely with Elizabeth Njoroge in the Ghetto Classics music program. He is also East Africa’s program director for the Global Impact Musician Program, bringing together young professionals from 5 countries in a career foundation and acceleration initiative, together with Zeynep Alpan (New York) and Taya Tarasevich (University of Wisconsin). Levi is also a founder member of the C12 Artists’ Forum, working in community to support prevention, recovery and rehabilitation from addiction.

Her research focuses on international order, grand strategy, and global power politics.

The discussion will examine the changing dynamics of the international system and the future of the liberal international order. With the liberal international order in decline, many observers have anticipated a return to great power competition, with the United States, China, and Russia mobilizing their resources against one another. Yet recent actions by these powers raise important questions about this framework. The Trump administration, for example, has shown a willingness to pursue agreements with traditional adversaries such as Russia and China while taking actions against long-standing allies, including Canada and Denmark. At the same time, Xi Jinping has undertaken purges within China’s military and foreign policy establishment, while Vladimir Putin remains deeply engaged in the ongoing war in Ukraine. Rather than witnessing a straightforward return to great power rivalry, these developments may point toward a different dynamic: great power collusion, and what this could mean for the future of the liberal international order.

Iván Duque, Senior Fellow
Iván Duque Márquez served as President of Colombia from 2018 to 2022, leading the country through the COVID-19 pandemic while advancing policies focused on economic growth, entrepreneurship, environmental sustainability, education, migration, infrastructure, and public security. Before the presidency, he spent nearly a decade at the Inter-American Development Bank in Washington, D.C., where he worked on economic development before leading its Culture, Creativity, and Solidarity Division.

Elected to Colombia's Senate in 2014, Duque championed legislation promoting electric mobility, creative industries, maternity leave, public health, and socially responsible businesses. He has authored several books on economics, governance, and public policy, including The Orange Economy, which helped popularize the concept of the creative economy as a driver of development. Since leaving office, Duque has remained active in global policy discussions on democracy, innovation, sustainability, economic development, and Latin America's role in international affairs.

Brian Winter, Editor-in-Chief, Americas Quarterly
Brian Winter is the editor-in-chief of Americas Quarterly andand one of Latin America’s most influential political analysts, with more than 25 years following the region's ups and downs. He lived in Brazil, Argentina and Mexico as a correspondent for Reuters before taking on his current role in New York, where he is also the vice president of policy for the Americas Society and Council of the Americas. He has been called “the best foreign expert on Brazil of this moment” by GloboNews.

Brian is the author of several books including Why Soccer Matters, a New York Times bestseller he wrote with the Brazilian soccer legend Pelé; The Accidental President of Brazil, co-authored with President Fernando Henrique Cardoso; and Long After Midnight, a memoir about trying (and failing) to learn to tango in Argentina. He is a regular contributor to television and radio, the host of the Americas Quarterly Podcast and a prolific barbecuer and chef. Proficient in Spanish and Portuguese, Brian speaks frequently about Latin America’s past, present and future to investors and general-interest audiences.

Zuzanna Rudzińska-Bluszcz is a Polish public policy leader, attorney, and human rights lawyer with senior government and civil society experience. Until recently, she served as Deputy Minister of Justice of Poland, where she led system-level reforms in family courts, access to justice, and child protection policy. In this role, she also oversaw a public fund of approximately USD 100 million supporting crime victims and post-release (reentry) assistance.

Zuzanna brings extensive experience at the intersection of government, law, and civil society.

She is the co-founder of the New Community Foundation, a policy-driven initiative addressing democratic resilience, political polarization, and civic trust in Poland. Previously, she served as CEO of the Polish chapter of ClientEarth, an international climate and environmental organization, where she worked on climate and environmental policy through strategic litigation and engagement with EU regulatory frameworks. In 2020–2021, she was an independent civil society candidate for Poland’s Commissioner for Human Rights, supported by more than 1,000 non-governmental organizations and the full democratic opposition—reflecting broad cross-sector confidence in her leadership and institutional credibility.

Earlier in her career, she worked at the Office of the Commissioner for Human Rights, where she led strategic litigation on anti-discrimination law, freedom of expression, and environmental protection. She is an alumna of the Obama Foundation Leaders Europe Fellowship (2020), the GMF’s Marshall Memorial Fellowship (2019), and the Leadership Academy for Poland (2017).

At the World Economic Forum, Ruma led the Health Initiative, establishing WEF's digital health vertical in Asia and deploying AI across diagnostics, treatment, and health data integration. She also built the WEF's Global Mental Health agenda, bringing together 75 public and private organizations around workplace wellbeing, child and youth mental health, and climate

At the International Federation of the Red Cross and Red Crescent Societies, she headed emergency and staff health operations across Asia Pacific, and earlier helped run India's National Immunization Programme, reaching 50 million children and pregnant women.

As Founder and CEO of Samarpan, a Forbes recognised social enterprise, she built an integrated model for women's health and community development, spanning menstrual hygiene, nutrition, water and sanitation, solar electrification, and girls' education across 500 plus schools and communities in rural and tribal India.

Ruma is the recipient of the British Council's Outstanding Achiever Honours, the Mahatma Foundation's Social Impact Award, and was named by the Times Group among India's Most Influential Health Leaders. She has authored more than 50 publications in Forbes, The Economic Times, Skoll and other global platforms on public health, gender equity, and sustainable development.

A dental surgeon by training, she holds a postgraduate degree in Public Health, an MBA from Nanyang Technological University Singapore, and an Oxford Chevening Fellowship.

Thashlin Govender was Head of Portfolio, Africa at the Michael & Susan Dell Foundation, where for over 15 years he has led multi-country programs and delivered measurable outcomes for families and communities through partnerships with government, business, and civil society. In higher education, Thashlin reframed persistently low graduation rates among high-potential students from low-income backgrounds not as a funding gap but as a systems failure. He redesigned university support by integrating case management, incentives, guidance counseling, academic tutoring, and wellness services alongside financial aid. This model was scaled across multiple universities, achieving disproportionately improved graduation and employment outcomes for first-generation students.

Working with the South African Presidency, Thashlin designed outcomes-based financing mechanisms that aligned employers, demand-led training providers, and government. These reforms transformed pathways for unemployed young people and demonstrated how public financing can deliver social returns tied directly to outcomes. In small business development, he diagnosed policy and financing barriers constraining inclusive growth, championed legislative reform, and structured financing tools that enabled shared value businesses to expand, creating jobs and economic development.

His public health leadership includes advancing evidence through epidemiological research, contributing to Cochrane Reviews, and co-leading South Africa’s national COVID-19 vaccination program that delivered 37 million doses and reached the country’s most vulnerable populations. He now applies his systems-building expertise to frontier AI, working at the intersection of ethics, equity, and emerging technology to ensure innovation serves the public interest, while mentoring the next generation of leaders.

Without accurate intelligence on the British Army's movements, defeat seemed a near certainty. Wilder provides a spy’s-eye view of 1776 and how intelligence collection changed the course of American history.

Dennis Wilder is a senior fellow in the Initiative for U.S.-China Dialogue on Global Issues and assistant professor of the practice in Asian studies at Georgetown's School of Foreign Service. He is also a visiting professor of the practice at the Bush School of Government, Texas A&M (Washington DC campus). Wilder has had a decorated public service career, serving in roles such as National Security Council director for China and East Asian Affairs and as the senior editor of the President's Daily Brief.

The project examines the future of American foreign policy by attempting to articulate the strategic environment any future administration will likely face in the year 2030. Lissner and Rapp-Hooper hope to generate concrete, forward-looking, and non-partisan policy perscriptions by examining current trends in global order, the economy, technology, and security, and marshaling serious expertise and rigorous research across these fields.

Rebecca Lissner is a senior fellow for U.S. foreign policy and director of the Future of American Strategy Initiative at the Council on Foreign Relations (CFR). Lissner most recently served as deputy assistant to the president and principal deputy national security advisor to the vice president in the Biden-Harris administration. Previously, Lissner served as acting senior director and director for strategic planning on the National Security Council.

Mira Rapp-Hooper is a visiting fellow at Brookings, where she researches and writes on national security and strategy issues in Asia. She is also a senior advisor at The Asia Group. Rapp-Hooper most recently served as Special Assistant to the President and Senior Director for East Asia and Oceania at the White House National Security Council, where she was the top White House advisor on the region. From 2021 to 2023, she served as Director for Indo-Pacific Strategy at the NSC.

Two weeks later, Ben Szovati Coulter traveled to Finland to research how critical energy infrastructure operators are preparing for a potential conflict. Drawing on fieldwork in Helsinki and interviews with Finland’s National Emergency Supply Agency, intelligence service, defence command, grid operator, and power producers, this presentation examines how the country’s public and private sectors coordinate on national security, in the context of Finland's “comprehensive security" model. The presentation will also explore the limits of Finland’s preparedness, including gaps in undersea cable repair capacity, shortages of grid components, and unclear responsibility for defending civilian infrastructure against drones. It concludes by examining the dilemma of how much security the state should fund in a competitive electricity market.

Ben Szovati Coulter is a junior at Yale University studying global affairs and Chinese. This past summer, he interned in Washington, D.C. at Taiwan Semiconductor Manufacturing Company (TSMC), where he worked on export controls, critical mineral supply chains, and federal AI policy. He also researched energy grid security in Finland with support from the Yale Jackson School of Global Affairs. As a research assistant to Professor Jeffrey Sonnenfeld at the Yale School of Management, Ben investigates foreign corporate assets in Russia and the Kremlin’s efforts to evade sanctions. He also serves as co-president of the Yale Alexander Hamilton Society, Yale’s largest international affairs student organization. His research interests include U.S.-China relations, export control policy, energy grids, and electric vehicle manufacturing.

In this lecture, architect and urban designer Roy Lin shares key insights from a decade spent at the forefront of civic tech, municipal strategy, and city-scale AI. Tracing a professional journey across sector boundaries, Roy will examine how data can be practically deployed to strengthen public trust, foster civic engagement, and elevate city governance:

Roy Yu-Ta Lin is a 2026 Yale World Fellow, an urban innovation leader working at the intersection of urban design, data science, and city governance. Roy currently serves as Head of Urban Informatics at the City Science Lab @ Taipei Tech, a joint lab between MIT and NTUT, where he develops advanced urban science and AI tools to help governments and city stakeholders address urban developments, mobility, and social-economical challenges across Asia, Europe, and the Americas.

Previously, Roy served as Director of Data Analytics & Applications at the Taipei Urban Intelligence Center (TUIC), the city’s first data-driven policy think tank. He is also an entrepreneur: founder of IVC InVisibleCities, a civic-tech community using open data for urban research, and CVI Civic Intelligence, an urban analytics startup.

Across civic tech, government, and international design practice, Roy specializes in turning complex urban systems into clear, actionable insights—supporting cities to become more adaptive, equitable, and evidence-driven. He holds a Master of Architecture in Urban Design from the Harvard Graduate School of Design.
