The Student Academic Workshop Series at the Jackson School of Global Affairs is a bi-weekly forum in which advanced undergraduate and graduate students can present their research projects and receive constructive feedback from their peers.</p>

<p>This analysis re-centers labor and governance, rather than frontier innovation alone, in the making of Taiwan’s semiconductor assembly, testing, and packaging (ATP) sector between 1960 and 1980. It argues that the Radio Corporation of America (RCA) and Taiwan’s authoritarian Kuomintang (KMT) developmental state co-produced a distinctive ATP labor regime whose exploitative features cannot be explained by corporate cost and yield imperatives alone. Under martial law and export-processing zone (EPZ) administration, the state supplied infrastructural incentives and coercive industrial relations controls that enabled feminized, piece-rate shop floors and tightly supervised dormitory living arrangements that constrained worker agency, especially for young rural women. Using developmental state theory, global value chain/network analysis, labor process theory, and feminist political economy, the study traces how RCA’s factory standards aligned with KMT governance to institutionalize discipline while accelerating export-oriented industrialization and technology transfer. Drawing on archival records (training manuals, factory rules, inspection files) and worker interviews, the presentation by Ethan Chiu also emphasizes continuity: mechanisms refined under RCA-era authoritarianism echo in how today’s Southeast Asian migrant ATP workers are treated, even after democratization and RCA’s demise.</p>

<p>Ethan Chiu is a senior majoring in global affairs and history. Ethan currently interns for Rush Doshi, director of the Council on Foreign Relations’ China Strategy Initiative, and for the executive office of Brookings’ AI and Emerging Technology Initiative. He is also a student fellow at Yale Law School’s Information Society Project, a director’s fellow at the Digital Ethics Center, and a 2023-24 Kerry Fellow. Extracurricularly, he is the co-president of the Alexander Hamilton Society, a co-organizer for the Geopolitics of Technology Initiative, former president and co-founder of the Yale Foreign Policy Initiative, and a former executive board member of the Yale College Council. Ethan has previously held internships at the Department of Defense, the American Enterprise Institute, and the American Red Cross. He is interested in creating more equitable top-down industrial policy and bottom-up social movement approaches to labor, especially for migrant workers within the technology sector.</p>

Described as "a chilling look at the looming threat of the next Great Power war and the urgent interventions necessary to avoid it in the twenty-first century," The Coming Storm is a Foreign Policy most anticipated book of the year.</p>

<p>The vast majority of people alive today have come of age in a world of remarkable stability, presided over by either one or two Superpowers. This is not to say the world has been peaceful; but it has, to a great extent, been predictable. As an increasing number of Great Powers jostle for regional supremacy, as well as competitive advantage in nuclear technology, artificial intelligence, space exploration, and trade, our world has become more fragile, unpredictable—and combustible. The outbreak of global war among today’s Great Powers seems increasingly likely. Such war, as Odd Arne Westad powerfully argues in this urgent book, would be of a magnitude and devastation never before seen.</p>

<p>To understand the threats that face us in this complex new terrain, we must look to the lessons of the past, and especially the late nineteenth and early twentieth century—a time when Great Powers clashed and sought regional dominance, nationalism and populism were on the rise, and many felt that globalization had failed them; a time when tariffs increased, immigration and terrorism were among the biggest issues of the day, and a growing number of people blamed the citizens of other countries for their problems. A time, in other words, that carries eerie parallels with our own.</p>

Jackson School senior lecturer Marnix Amand will moderate.</p>

<p>Peter Rough is a senior fellow and director of the Center on Europe and Eurasia at the Hudson Institute, which he launched in December 2022. He previously served as associate director in the White House Office of Strategic Initiatives, where he helped coordinate political strategy and outreach to key stakeholders. He has also completed stints as a policy analyst at the USAID and as an advisor to U.S. Army Special Operations Command. Rough writes and comments on U.S. foreign policy and regularly briefs official delegations, news media, public intellectuals, academics, and business leaders from around the world.</p>

<p>Author and columnist David Brooks was appointed as a Presidential Senior Fellow at the Yale Jackson School of Global Affairs in February 2026. Brooks is a staff writer at The Atlantic, and a regular contributor to PBS NewsHour. He worked as an opinion columnist at The New York Times for 22 years and has written for The Wall Street Journal, in addition to authoring books on topics ranging from neuroscience to ethics.</p>

Andrea Kendall-Taylor is a Senior Fellow and Director of the Transatlantic Security Program at the Center for a New American Security (CNAS). She previously served as Deputy National Intelligence Officer for Russia and Eurasia at the National Intelligence Council and a senior analyst at the Central Intelligence Agency. Outside of CNAS, Andrea has been a CNN national security analyst, Distinguished Practitioner at Yale University and adjunct professor at Georgetown University. Her work has been published in numerous political science and policy journals, including the Journal of Peace Research, Democratization, Journal of Democracy, Foreign Affairs, the New York Times, the Washington Post, and Foreign Policy. Andrea received her B.A. in politics from Princeton University and her Ph.D. in political science from the University of California, Los Angeles. </p>

<p>The discussion will examine the current state of transatlantic affairs at a moment of profound uncertainty in the international system. It will assess the state of the war in Ukraine and US and European backing for Kyiv,  Europe's growing doubts about U.S. commitment and subsequent changes in European defense policy, and the risk that Russia could seek to exploit vulnerabilities that could arise as the United States shifts the burden onto Europe.</p>

Knight Chair in Defense and Strategy and director of research in the Foreign Policy program at the Brookings Institution, for a discussion on his book, "To Dare Mighty Things: U.S. Defense Strategy Since the Revolution."</p>

<p>In the book, O’Hanlon traces the history of U.S. military strategy, budgets, forces, operations, and wars over the country’s entire 250-year history, with focus on particular periods to illustrate the broader trends and themes within American defense policy</p>

<p>This event is open to the Yale community.</p>
